Due to the capture of Port Royal in 1861, General in Chief George B McClellan had ambitious plans to make good use of this opportunity. He saw Port Royal as a stepping stone to an infantry attack on Charleston, Savannah and the railroad that connected the two port cities. The Union navy had no interest in Savannah or Charleston at that time. They saw Port Royal as a good place make repairs on blockading ships and as a refueling station on the Atlantic coast. For them Charleston and Savannah were simply ports to be blockaded, not captured.
