According to the Office for National Statistics (the executive office of the UK Statistics Authority), in their comparison of urban areas, the Greater Manchester Built-up Area is far larger than the West Yorkshire Built-up Area which includes Leeds.
If you look at the area by metropolitan borough instead, then Leeds comes out on top by a healthy margin. So, it just depends on how you look at it, and what exactly you are measuring.
