I'm going to say that the aluminum comb is better to use in Winter, but for exactly
the opposite reason. The aluminum comb, being a conductor and being held in your
hand, can not hold a static charge, and this is exactly what you need in dry air. If
you combed your hair with something that could gather and hold a charge, then the
more you comb, the more each hair becomes charged, and wants to stand straight
up and stay away from every other hair. This is exactly what you're trying to avoid
by combing it.
Plastic combs tend to break in any season, I would suggest using only aluminum.
In winter, plastic combs are better to use on horses' manes and tails. This is because they do not hold onto the cold as much as the aluminum combs do. However, either are safe to use.
