Most usually the Dynamic Host Configuration Protocol that is set on a router, but sometimes the network administrator manually gives the ip addresses to each host.
A device or computer gets their MAC address from their Network Interface Card (or NIC). This is not something that a user is able to change (See discussion as to why you can change your MAC address). However an IP address can be statically assigned to you which means a network administrator has physically typed out what your IP address and subnet mask is. Another way to get an IP address is through Dynamic Host Configuration Protocol, or DHCP as it is most commonly known as.
Return address labels usually are either placed on the back of the envelope or parcel, or the top left hand corner of a letter. For product returns, you normally need an RMA label too.
The system network configuration refers to assigning a particular IP address by a network configuration window. The configuration window is usually invoked by selecting the network configuration sub menu from the setup command.

By implementing DHCP, you would eliminate the need to set-up IP addresses manually. DHCP (Dynamic Host Configuration Protocol) simplifies the management of IP address configuration by automating address configuration for network clients.
If the IP address is the one that is issued by the provider, then if you change it you cannot access internet. Only computers that have automatic IP address assigning option can change the configuration. In many countries it is illegal to change the configuration.
if an address conflict is detected, the address is removed from the pool for an amount of time configurable by the administrator.
the ip address 172.0.0.2 is the address private in a localhost who you can assign to devices such as routers, computers ... depending on the network configuration
DHCP is Dynamic Host Configuration Protocol. In a networked environment it is a method to assign an 'address' to a computer when it boots up. Benefit: A system administrator need not worry about computers being able to access networked resources. Disadvantages: (I'm still looking for it)
