In Britain during the Battle of Britain and after the Invasion of Normandy children were evacuated from London and other areas being bombed by the Nazi Germans. The children were taken by trains to safer rural areas to stay with people who had signed up to care for the children. This evacuation was administered by the Ministry of Health. Evacuees also came from Europe who were fleeing from the Nazi Germans. They evacuated their homes and went to Spain, Portugal, England, Ireland, USA, Canada and any other country they could reach and who would accept them. Some people do not call them evacuees but rather escapees or evaders. But the proper term is evacuee.
He refused to allow his mother to accept it.
Countries rarely admit, or accept, that they made historical mistakes. They say things like "At the time, the action/decision was the right one to take" or "We must not judge the past by the standards of today". Other countries might well think they did make mistakes.
Napoleon was able to conquer continental Europe due to his superior army and tactics. However the French Navy was inferior to the British Navy so he could not easily invade and defeat Britain. Britain, meanwhile, was free to aid the enemies of Napoleon in Europe by subsidising them and sending them supplies. Napoleon attempted to destroy Britain by destroying its trade. He forbade any country under his control to trade with Britain or accept British goods. This would deprive the British of their revenue and, he hoped, force them to stop supporting his opponents in Europe. The strategy was ultimately unsuccessful.
One way of doing this is to consider Geert Hofstede's results. Canada and America are fairly similar to the degree to which they accept egalitarianism amongst their citizens, compared to, for example, Malaysia. There is some similarity in the degree of individualism in the two cultures but America is higher in this trait. Both are much, much higher than, for example, Malaysia. The countries share a level of considerable willingness to accept new ideas or products, or to try new things. They are not so willing as, say, the United Kingdom. Both countries are oriented toward the short term, Canada even more. Please see the link.

The countries of Eastern Europe (which became satellites of the USSR after World War 2) in most cases did not accept aid under the Marshall Plan because of their control by Moscow.
