Define 'worst'. Do you mean which country has the laws which allow the most irresponsible gun ownership (which is debatable), or the strictest gun laws? The strictest would be Greece, where anyone wanting a gun licence has to take a strict examination from a psychiatrist and a gun doctor, and about 19/20 applications for a licence get rejected.
At one time Switzerland and Israel were the least restrictive countries for gun ownership. Both countries have high proportions of gun owners and are not restricted to non-military firearms. The US is also high on the list of free access to legal firearms.
Many countries in the world still have no full governmental control within their own borders and have roving bands of sub revolutionary thugs controlling large territories, these however, are not a matter of gun control as much as civil unrest.
