I would say China Either that or India. neither of these country's have circumcision as a part of their culture to have intact genitalia is as normal as having all your fingers left on. If you were to ask which country has the highest percentage of men that are genitally intact though you would have to steer away from English speaking cultures, the Middle East and other Muslim cultures and look toward Europe in general as well as Britain itself which has long since abandoned this barbarous practice.
