I haven't travelled the world, so I couldn't be positive, but I'm pretty sure America does, considering I believe a lot of artist come from there. I live in Australia, and I am pretty sure there are art festivals here. Though if you take a little time, look it up and I'm sure there are art festival's in close to every country.
