Michelle Bachelet cannot be reelected because the Constitution of Chile prohibits the immediate reelection of a president. In other words, Michelle Bachelet could not run for reelection in 2010 because she just finished her term, but she could run for reelection in 2014 after the new president's term is completed.
The Mexican president is both head of government and head of state (e.g. there are no prime ministers). He/she is elected by direct popular vote every 6 years, and cannot be reelected.

This question was originally asked in September 2012, at which time the polls were still very close, although the president remained slightly in the lead. In November, President Obama was re-elected, defeating his challenger Mitt Romney. Mr. Obama began his second term in January 2013. Now that he has been elected twice, he cannot serve a third term, since the constitution only allows presidents to serve two terms.
