He is located at a random part of town and cannot be seen; if the player approaches Wisp's location he will greet them and ask them to come closer. As they approach, wisp will appear, asking the player to find an item called "empty lamp" somewhere in their town. sorry i have to add = whisp is usually found in the south east of your town near the beach on Saturday or monday nights after 10.
