The lowest ones. Energy "pools" at low levels because of something called entropy. It's increasing disorder in a system, but you can look at it as energy simply "spreading out" and just hanging around in these low energy states where it cannot be "collected" or "concentrated" or otherwise accessed and used. It is a fundamental concept in the universe that things move from higher energy states to lower ones when they can. That's why the lowest energy levels have the most energy in them.
