Once factories were dependent on steam power instead of water power they could be built away from rivers. However, coal is heavy and expensive to transport; and so it still made sense for factories to be built on or close to waterways and not too far from coalfields. Later, with the arrival of generated electricity, it became possible, for the first time, for factories to built in all sorts of places, as the generation of power no longer had to take place on site.
