They mean: Common Era and Before Common Era which is the equivalent of Anni Domini and Before Christ respectively
BCE - Before Common Era before year 1 A.D. and CE - Common Era after year 1 A.D.
If by BC you mean before the birth of Christ and by CE you mean Christian Era, then the Christian Era started with the birth of Christ - so BC came first. The link I will place below is an interesting read!
CE stands for Common Era or Current Era, coinciding with AD (Anno Domini, Latin for "Year of (our) Lord." It is a way of utilizing the current Western calendar without recognizing what is common with this current era. Ironically, it has come to mean the Christian Era, too. This "backronym" is due to the fact our common era is due to the historic event that happened 2012 years ago. It would be like referring to the Nazi era of Germany without mentioning Adolf Hitler or describing the origins of Apple Computers without Steve Jobs. This avoidance of facts is how BC (Before Christ) has been modified to BCE (Before Common Era).

Common Era or CE is just the modern form of AD. In our everyday usage we don't need to use the CE as we are living in the common era, not BCE, or Before Common Era. The connotations CE and BCE are generally used by historians and school teachers to clarify dates. A sentence using CE could be "The Colosseum was dedicated in 80 Common Era (or 80 CE)."
