Fuse # 23 is a 20 amp fuse for the Data Link Connector and cigarette lighter
It is in the 3rd row over &The 5th one down in the fuse box under the dashboard.

Wow, that question got edited pretty horribly. I meant to ask why is it that Fuse # 3 has no power at the fuse box? Also all accessory circuits have no power, except cigarette lighter.

The backup light switch on a 2003 E350 van is located on the column under the dash, just inside the firewall. The neutral safety and reverse lights are both controlled by one switch.
not sure what number what you could try taking out the fuses one by one and checking if your lighter works each time, it'll take a little longer but if your not sure where its at then that's probbally the fasted. There is a diagram in the owners manual (page 125 for fuses, page 129 for relays).
