If you suspect a fuse check ALL of them. It is probably the pump though.
If the rear window is not fully closed the rear wiper will not operate.

Most of the times the washer fluid goes into the same resirvoir as the front.
The fuse for the window washer on a 2001 Toyota Highlander can be found in the underneath the driver side dash. It is a 20 amp fuse labeled as WIPER.
the rear door lock is controlled by either the key fob or the key, and the wiper should be labeled on the wiper control. usually the very end of the wiper control is for the rear.
The 2002 Toyota Celica has the most common hook-end wiper arms on front and rear. See the Sources and Related Links section below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
