I think that your teacher is trying to get the answer: the Japanese-Americans that were placed in temporary internment (War Relocation) camps (not all those were citizens);

however an alternative answer may be more correct: those American citizens (of all races) that lost their lives defeating the enemy powers of Germany, Italy, Japan & Vichy France that were intent on conquering & murdering the people of other nations. The families of these US citizens that served either in the military, merchant marine or as civilians and lost their lives received very minor compensation (life insurance & death benefits).

Although the internment of Japanese-Americans living on the US west coast in 1942 was duly authorized by law (Executive Order 9066) & upheld by the US Supreme Court in 1944, it was widely percieved after WW2 as being unfair & arbitrary. In 1988, President Reagan signed the US legislation that formally apologized for the US Government's actions and paid over $1.6 Billion in reparations to those people (or heirs) that had been interned. By American standards, the treatment of Japanese-Americans and some other racial/ethnic groups appears harsh during this war; however during the Second World War this treatment was much less harsh than the treatment received by foreign-born or foreigners in other countries especially in Germany, Japan & the Soviet Union. Murder, brutality, slavery & severe imprisonment conditions were common treatments that Americans or American-born (and others) people received in those places.

In hindsight, it has long appeared that the relocation of Japanese-Americans from the US-West Coast into camps was a gross over-reaction to the brutality of the Japanese government. Because of this wrong, the US government (thereby the US people) have tried to make things right for those people. Overall, Americans have led the world in the fair & decent treatment of prisoners of war (military), foreign detainees (civilian citizens of enemy countries), enemy diplomats, and temporary internees.
