Italy didnt join because the treaty stated they would help each other under the condition that a country declares war. Thus the First and the Second Balkan Wars occured in which Bulgaria lost both. As a result when WWI broke out, the German Empire and the Austrian-Hungarian Empire pressured the Kingdom of Bulgaria to join the war on their side and in return would give Bulgaria part of Romania and Greece, thus Bulgaria joine the war in 1915. So basically the Allies of the Austrian-Hungarian were; the German Empire, the Ottoman Empire, and the Kingdom of Bulgaria.
