I would say the muscle because they need a lot of ATPs (which mitochondria produces) in order to make the sacromere contract. Nerve cell would also need a lot of mitochondria because it needs to constantly send signals to all different directions using sodium-potassium pump which requires the use of ATPs.
Nerve cells use glucose as a primary source of fuel, so would have less mitochondria....cells which use fatty acids- and therefore Beta oxidation which can only take place in the mitochondria, are less likely to have a lot of mitochondria
Muscle cells require huge amounts of energy to contract and slide across each other, and they use more energy than any other cell. Nerve cells act primarily by membrane charge shifts by pumps... so they rely less on ATP energy than a muscle cell, which is actually moving.
Mitochondria are far more abundant in muscle cells since there need for energy is much greater than a "bone cell"(which are actually called osteoblasts by the way), since muscles contract regularly.
