It depends on the individual. New York is the bigger, more "cosmopolitan" of the two.
I personally don't think that New York is trying to be like Chicago. I actually think that New York is way better than Chicago depending on where in New York you are. They both just happen to be big cities with much of the same atmospheres that a big city would have.
