Unfortunately not, a periphal is anything that can be connected to the outside of a computer, but does not become part of the computer... an example for a peripheral would be: USB, bluetooth adapter, wireless internet adapter, keyboard and mouse... ect. The USB cable would be classed as a data cable, and the ethernet as a networking cable.

USB stands for Universal Serial Bus... If you meant to ask if you can use your USB port to somehow connect to the internet, then yes. If you do not have, or don't want a wireless network but would still like to connect to the internet through Ethernet, but don't have an Ethernet network card on your computer, you can use a USB Ethernet adapter.
