Why do i have Low FPS in World of Warcraft?

I have a toshiba satellie series C laptop and my cousin has a Dell Inspiron with exactly the same specs. Specs: 3GB Ram, T4500 Duel Core Processor, 2.3GHZ, Mobile Intel(R) 4 Series family chipset... We both have them exact same specs. The only difference is i run the game off windows 7 64 BIT and he runs it off Windows Vista 32 BIT. Any suggestions as to why he can run the game smoother than me when we are both on lowest settings?
