Neither is universally better. Federal vs unitary isn't as significant as the balance between regional government, interregional government, and supraregional government. Regional government allows regions to govern themselves in fitting with their specific needs. Interregional government allows regions to cooperate toward common goals while maintaining their individual stakes in the process. Supraregional government is good for matters which transcend regional competence. The right balance of these three, whether it's within a city, a subnational region, a country, or an international organization, depends entirely on the regions involved.
