There are two main elements in a culture that are difficult to change and history has shown this to be true. One element is religious bias and racial segregation.
Of recent note was the religious bias in Northern Ireland between Catholics and Protestants. Bloody riots, murders and bombs were used by both religions against one another. This has settled down in the last 20 years or so, but it can erupt at anytime.

Even in a society as advanced as the UK, it would be difficult to have a Prime Minister there who was of African descent or was Catholic. This is a cultural bias, almost a built in institutional cultural problem. Individual UK citizens may not have a real bias against a particular group of people, but the deep ingrained culture of the UK is the base cause.
