Worldwide it would be the Playstation Network without a doubt. They have more membership than Xbox 360 has sold consoles. In the USA it might be closer because there are more Xbox 360 consoles, but the Playstation Network is free and has the PS3 and the PSP and PS Vita using the network.
You might be asking about the Playstation Network (PSN) because PS3 does not have Live. Live is what the Xbox 360 calls it's Network. PSN can be seen from a laptop or a PC and you can sign in to your PS3 or Playstation Network Account. You can not play online games and you do not have the same capabilities as from a PS3 for the Playstation Store. I've added a link for the Playstation Network under related Links and you will be able to see all the information available and a Playstation account is not required for most of it

The PlayStation online gaming is through the PlayStation Network (PSN) and to get an internet connection you need internet service and most likely a Wireless router. Once your PlayStation is connected to the internet the PSN is free and you can use the PlayStation store for free demos or to purchase games and movie downloads and add ons
The PlayStation 3 uses a unified online service called PlayStation Network (PSN). The features of PSN are free to all PlayStation 3 owners granted they have a broadband internet connection. A premium version of PlayStation Network is available known as PlayStation Plus. The service is priced at $49.99 per year and features extras such as a Qore subscription, early access to game betas, and free downloadable games from the PlayStation Store.

Most of the internet is free why should they charge.
Most Playstation 3 games play on the Playstation Network and so do many PSP games
