The Philippines does not have states. It is divided into three island groups, Luzon, Visaya, and Mindanao. From there it is divided into 17 regions and 81 provinces.
Scotland is not broken up into Provinces as such, although the country is divided into several regions such as Highlands and Islands, Central Belt, Grampian and Dumfries and Galloway.
To be recognized as a country, an area of land must have a centralized government. This government can be divided up between municipalities, provinces, or states, but it must be of one body of government.

There are only 4 provinces in Ireland: Ulster (shared between ROI and NI); Connaught, Leinster, and Munster (ROI). There are currently four provinces on the island of Ireland: Ulster, Lenister, Munster and Connaught. However, the term "province" is only an English approximation of the word "cuige" which, strictly specking, means "a fifth" but was also probably meant in older times as "a portion", i.e., a portion of the island. As the term implies, there was five fifths or provinces in Ireland in former times: Ulaid (more or less what is now Ulster), Midhe (now reduced to a county in Lenister, but which one took up much of the midlands east of the Shannon), Lagain (now Lenister, including Midhe), Mumhan (Munster) and Connacht (which, however, formerly counted Clare as a part of it; it now lies in Munster). Yet this was never an entirely fixed fact, as other areas, such as Ossary and Airgialla were from time to time counted as fifths.
It was made up of approximately 150 small kingdoms, called tuatha in Irish. Each one had its own king. The High King of Ireland lived on the Hill of Tara in Co. Meath. He didn't rule the tuatha. However, if Ireland was invaded, he could draw soldiers from every tuatha in Ireland. This is what happened when the Vikings invaded.

Semantics here, I presume the questioner is American. Ireland that is to say the Republic of Ireland (or Éire) is a sovereign state. Northern Ireland is a country and part of the state "the United Kingdom of Great Britain and Northern Ireland". However I'm guessing you mean the equivalent of an American federal state. Ireland either north or south doesn't have the equivalent of US states which have their own considerable powers and legislation. There are however 4 provinces in Ireland:- Munster Leinster Connacht and Ulster (historically there were 5 - Meath). These then contain counties. Because of the split of Ulster between Ireland and Northern Ireland there are 26 counties in Ireland and 6 in Northern Ireland. Ulster is the split province containing 9 counties 3 of which are in the South the other 6 in the North. See the related question below.
In 1840 the Islands of New Zealand were referred to as New Ulster (the North Island), New Munster (the South Island, also called the Middle Island then) and New Leinster (Stewart Island). In 1846 the name New Leinster was abandoned and Stewart Island was considered to be part of New Munster. These names only lasted until 1852 when New Zealand was further divided into a number of smaller provinces with more locally meaningful names.
