The administrative operation of any organization is spending the money represented in the budget. Although the budget may be approved or verified by a higher organization the details of running the organization comes from the active administration of its expenditures. At any level of an administration there is a need to send upward the costs of that level and request sufficient resources to complete the mission at that level. That means, for the most part, the administration of any operation must be involved in the initial description of the budget. Other parts of the budget may be separate from the administration, such as timing and submission of loans and the payment schedules for loans.
