There are two ways.
First, you can put an auger in the pipeline and move the solids that way. This is rarely done--you see it in grain transport but not much else.
The other way is to use a fluid--either liquid or gas, both of which are considered fluids--to transport the powder.

Of course they can carry one, that does not mean they are allowed to do so.

Powder flasks were originally used to carry gunpowder. Since relatively few people today have any need to carry gunpowder, powder flasks are generally owned for decorative purposes, or as historical curiosities.
