I have a 98 Cadillac deville and it was not turning over. All the lights in the dash came on and it read, theft system problems car may not restart. And it didn't, I checked the ground wire from the battery and it started and has been every since. Hope this works for you as well.

People have been ripped off. GM should have to fix this problem. Unfortunately GM went bankrupt. Now we are stuck.
