With exercise bands, you can work out tons of muscles. Muscles that you can work out are arm muscles, leg muscles and back muscles. With leg muscles, you can work out the thighs, and calves muscles.
Almost all running shoes are good for treadmills, the only shoes I would stay away from are trail shoes. The shoes that are good for pavement work the same with treadmills but trail shoes are made for rocky uneven sandy ground, and don't provide the same support needed for treadmills.

As an opinion, a used treadmill can be just as good as a new one. Of course, technology advances as time progresses therefore newer treadmills have more features. However, older treadmills can work for the same purpose as newer ones do.
