Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least

CALL VW! I just had a problem with my 2001 Jetta Wolfsburg (1.8T). The brake light switch is on RECALL. You might be able to get it fixed for NOTHING. My brake lights weren't working, and I called the dealership, and I had the problem fixed (no cost to me) within a week. FYI- there is also a recall on the hazard light switch. The chassis number of a 2001 VW Jetta can be found in the owner's manual. It can also be requested from the dealer.
If the brake lights stay on that probably means the switch on the brake pedal that activates them is defective.

It is not necessarily the fuse. It could be the switch on the brake that is not closing the circuit.
