The capital of occupied France was Paris. The de facto capital of the unoccupied portion of France, until November 8, 1942, was the town of Vichy. After that control reverted to the occupying Germans, and the whole country was administered from Paris.

France didn't split into two governments in WW2.The Nothern and coastal regions were occupied by the Nazis, and controlled by the German government.The part of France that was not occupied by the Germans (but did collaborate with them), called Vichy France (Vichy being the seat of the government), was governed by Petain.

Vichy was the name of a town or city that was the temporary Capital of France during the German occupation. Thus the phrase (Vichy France) which was popularized by the Alllies and is believed to have been coined by Winston Churchill as here is a neat little two word clause- like Nazi Germany. The French did not use the phrase Vichy France, preferring Occupied France, or the Zone occupied by Germany, etc. the Waffen-SS was heavily involved in Vichy France, in fact going after deportees ( Jewish people) and in effect over-riding the French Police- instead of Feld Polizei ( German for Field Police) the agents operated under the cover of Feld Gendarmerie- borrowing the French term for Police.
Vichy physically controlled the unoccupied zone in the South of France, leaving the North of France to the Nazis. However, they were officially the government of France as a whole. In 1942, Germany completely occupied all of France, including the Vichy region and Vichy became a mere puppet government.
The victims were taken to the camps from all over Germany and Nazi-occupied Europe. In addition, some were sent there from some Vichy controlled areas of North Africa (Algeria, Tunisia).
