Following the Great War (WWI), all countries involved in the war (therefore most all of Europe) except the Soviet Union, experienced depressions very similar to the Great Depression in the U.S. (which only worsened conditions as the U.S. was inable to help the European nations).
No treaty started or ended the Great Depression. The depression years were an economic event that worsened with the world's rigid adherence to the gold standard behind major currencies. Its devastating effects began to soften and disappear with the worldwide devaluations of currency in terms of its backing by gold. In fact, during the depression years, every major currency abandoned convertibility to gold.

Government Economic policies did not lead to the great Depression. The Great Depression started out as a normal recession as part of a business cycle. However, bad government policies (e.g. protectionism) has worsened the recession and turned it into what we now know as the Great Depression.

Hoovervilles were "houses" made out of newspapers and other things during the Great Depression. They got their name from the previous president Hoover who promised that the Great Depression wouldn't last and that things would improve... nothing did and the Great Depression did last and didn't improve, instead it worsened.
