The chief contribution made by Greco-Roman civilization was what may be generally called constitutionalism , that being the belief that governments must be subject to law. This was a bold statement that any other kind of government is a tyranny with no sanction behind it but bare force. But more than that, was the implication that the positive enactments of governments, the laws they decreed, were dependent upon and should be limited by a more universal predominant law.
