If the Moon is between Earth and the Sun, it is not a phase, at all . . . it is a solar eclipse.
The new moon phase occurs when the moon is positioned between the Earth and the Sun. During this phase, the moon is not visible from Earth since the illuminated side is facing away from us. It appears as a dark silhouette against the bright background of the Sun.

If the Moon is between Earth and the Sun, it is not a phase, at all . . . it is a solar eclipse.
When the earth is between the moon and the sun, a full moon occurs. In the less common instance when the Earth is between the moon and the sun and all three are in line, a lunar eclipse occurs.
The phase of the moon depends on it position in relation to the earth and the sun. For instance, when the moon is in between the earth and the sun, this is the new of full moon phase.
This is the arrangement for a New Moon.
