The overall plan was to defeat the axis forces. Particularly Germany, Italy and Japan.

Based on the question of who was the commander of the US during the US Civil War, the Commander in Chief was US President Abraham Lincoln. In terms of overall command of the Union's military establishment, Lincoln whose Secretary of War, Edwin Stanton, over saw the conduct of the war. On a day to day basis, however, the generals appointed by Lincoln and -or Stanton carried out the overall civilian plan to end the Southern rebellion for their independence.

The Schrieffer Plan was a plan proposed by US Secretary of State Henry Kissinger in 1975 during the Lebanese Civil War. It involved a disengagement of Syrian and Israeli forces in Lebanon and the deployment of a UN peacekeeping force. The plan aimed to restore peace in Lebanon and avoid further escalation of the conflict.
The Schrieffer Plan was the German overall strategic plan for victory in a possible future war. The Schlieffen Plan was shaped by General Count Alfred von Schlieffen in December 1905. The plan sent about 90% of German troops to France, in hopes to swiftly overpower them.
Until British Prime Minister Winston Churchill talked President Roosevelt out of it (Save Britain First Strategy-Europe First), the initial plan was to fight the country that started the war with the United States, and that was Japan; using "War Plan Orange." The US Navy had been training on "Plan Orange" since the 1920's.
In the modern army (and other military branches) there is a manual that describes the proper conduct of soldiers that includes personal conduct and dress code.
