The Nazca Plate and the South American Plate are colliding. Nevado del Ruiz is on the South American Plate and is the result of the Nazca plate subducting under it. The Cocos and Caribbean plates are not far away.
Subduction of nazca plate beneath TE south American plate since nazca plate is an oceanic plate, which means it is more dense than the south American plate, which is continental. Oceanic plates have 3.0g/cm^3 of density. Continental have 2.8g/cm^3 of density. Denser plate always sinks beneath less dense plates :)
The Andes mountain range is created by Pacific Plate diving under the South American Plate. The lighter materials on the subducting plate are easily melted, and thus create the volcanic chain that is the Andes.

The Nazca Plate is an oceanic tectonic plate bordering the South American Plate. These plates are subducting along the Peru-Chile Trench and causing most of the Andean geography we see today as the Nazca Plate is being forced beneath the South American plate.
