The political spectrum is where parties are placed based on their policies. For example you can have right-wing or left-wing political parties. Communism and socialism are to the far left whereas fascism and conservatism is to the far right.
The most right-winged extreme parties in Europe can be compared to the Democratic non-conservative side in the US. Some people may call it socialism, but for now it seems to work. (With exception of Greece)
Venezuela and Bolivia are both governed by presidents and political parties describing themselves as socialist.

These parties reflect left-leaning ideologies, but in the context of liberal democracy, whereas true socialism is an aspect of totalitarianism.

Israel is democratic and is home to several political parties which stretch across the political spectrum. However, since its establishment in 1948, Israel has followed an economic model that resembles liberal socialism.
The dominant political parties in the USA are the Democrats and the Republicans. Though someone from the Green Party was a few electoral votes away from winning the 2000 election, the Green Party rarely comes this close and is not considered a dominant political party in this country. Some other political parties are communism and socialism, but they don't have very much power in this country.
