When a child is born, "race" is marked on the birth certificate and this is the designation a person should use throughout life.

However, when parents are of different races, the newborn may not develop the true skin color for several weeks. Logically, this usually affects an African American child who looks more "white" at birth, but looks darker as they age. In those cases, the person may be able to petition the State's health department for a change in the official designation listed on the birth certificate. You would likely need medical documentation to have any change made.

It used to be easier for lighter skinned blacks to "pass" as "White" or caucasian. However, as our society relies more on official documents now, it is harder to simply pick and declare a race that doesn't match your birth certificate.

Also, although many people have claimed a different race, our society uses forms and race for many financial and political reasons. For example, cities may get less funding for certain programs when fewer "blacks/African Americans" reside within city limits. The US Census (due again in 2010) also develops Demographics based on race, and other programs use the Census demographics to develop community services.

Although the USA is supposed to be color blind and to treat all races equally, we still largely use race to carry out many government programs and how we delegate resources or assistance.
