This relates to the slave-states of the Upper South, which were largely divided in opinion.
There were many senior figures from slave-owning families who disapproved of secession.
Robert E. Lee was one of these, and he debated long and hard over whether he was an American first and a Virginian second, or the other way about. (In the end, he decided it was the second one.)
That was the decision that the leaders of those states had to make.
