The Uyghur in China and the Rohinngya in Burma have been similarly persecuted for their religion, but they are both Islamic peoples, so you can't say Islam was persecuted, but rather, that these Islamic peoples were persecuted. Most of the tribal religions of indigenous peoples around the world are unique to their tribes -- so the tribes qualify as ethnoreligious groups. As such, all of the tribal groups that have been on the edge of genocide in the past have a claim. Consider the native Carib tribes that were completely exterminated early in the colonial era on islands like Hispaniola. Total extermination of all of the believers in a religion certainly qualifies as making them the most persecuted, as opposed to religions that have survived mere partial extermination.
