The official position is that they remained neutral although that neutrality was broken early in the Civil War by everyone. As a border state they were occupied by the belligerents and some residents chose to fight on each side. The Russellville Convention passed an Ordinance of Secession and a shadow government was established which gave representation to the Confederate states. The existing state government however remained in place.
During the course of the US Civil War, perhaps two cities that Union General William T. Sherman captured are Atlanta Georgia and Savannah. Each of them surrendered rather than be placed under a siege by Sherman and his armies.

The US State of Illinois and the US State of Kentucky share a border with the Ohio River that runs between the two States. There is no land border with each other.
Lake Texoma forms part of the border between Texas and Oklahoma. The actual border goes down the middle of the lake, so part of it is in each state.
