Seven states choose to impose no income tax. These states are Alaska, Florida, Nevada, South Dakota, Texas, Washington, and Wyoming.
However, all states use taxes to raise the money the Government needs. They use some combination of taxes...so while one state may not tax say personal property and another does, the one not taxing the property will likely tax something else more. Either way the money needed to fund the Government will be raised.
