Permanent data is generally stored on the hard drive, but that can easily be erased. There are some areas on the hard drive that can not be erased or even accessed, this is generally the small amount of system volume information the computer needs to identify and manage the drive structure. Even a completely wiped hard drive has this space so that they can work with protocols issued to them by the system taking control of it.
