It depends on where on 28th Street you're coming from, west or east or in between.

From the West Side, you can take the Downtown 1 (of the 1-2-3, the red line) from 28th Street (at 7th Avenue) to Chambers Street. Although you'd be better off walking up to 34th Street-Penn Station (at 7th Avenue) and getting the Downtown 2 or 3 express trains. It's only 2 stops on the 2and 3 from 34th Street-Penn Station to Chambers Street: 34th Street ---> 14th Street ---> Chambers Street.

You'll get off at the corner of Chambers and Church Streets. Walk 2 blocks up Church Street to Duane Street.

From the East Side, you can take the Downtown 6 (of the 4-5-6, the dark green line) from 28th Street (at Park Avenue South) to Brooklyn Bridge-City Hall. If you want, you can transfer at 14th Street-Union Square to the Downtown 4 or 5express trains. It's only 1 stop from Union Square to the Brooklyn Bridge on the 4 and 5 trains.

You'll get off the subway at the corner of Chambers and Centre Streets. Walk 2 blocks up Centre Street to the eastern end of Duane Street.

From the center of Manhattan, you can take the Downtown Rtrain (of the N-R-Q-W, the yellow line) from 28th Street (at Broadway) to City Hall (at Broadway). But the R does not run from 11 PM to 5:30 AM, so if you're traveling during those times, you'll have to walk west to the 1 train or east to the 6 train.

You'll get off the subway on Broadway between Murray and Warren Streets. Walk 3 1/2 blocks up Broadway to Duane Street.
