Germany and Italy both fell to dictators in World War 1.
In western Europe after World War 1 there were three primary totalitarian regimes ruled by dictators: Adolf Hitler in Germany, Benito Mussolini in Italy and Francisco Franco in Spain. In eastern Europe an argument can be made for the Soviet Union's Josef Stalin. All four men wielded absolute dictatorial authority while in power, although only Franco and Stalin held it for any length of time.
Every nation has its own history, customs, etc. Usually people from nations ruled by dictators has no culture to change rules.
Two countries that were lost to communism after World War II were Czechoslovakia and Hungary. Czechoslovakia fell under communist control in 1948 after a communist coup, and Hungary became a communist state following a Soviet-backed government takeover in 1949.

Croatia didn't fell apart. But Yugoslavia fell apart and one of the countries is Croatia.
Countries fell out in World War 1 because of failure to honor agreements or the signing of fresh agreements with enemy countries that counteracted the initial agreements. Other times, e.g. in the case of Italy, the opposing sides made better offers that made some countries abandon their original allies.
The US was worried that if Vietnam fell to communism it would lead to a domino effect. It was believed that nearby countries would also become communist as a result.
There is not one specific country that the graves are in. They are in multiple countries such as France and Belgium if they were buried at all. Some still lie where they fell on the battle field.
