That depends on what species of fish you'll be aiming to catch.
When using a top water "walking" type lure I find it easiest to use a right left/left right movement of my rod tip in order to create the walking action of the lure. By popping the rod tip back and forth the lure will move side to side and "walk" across the surface. This type of lure can be used in the same type of situations you would use other top water baits. Like others, vary the time you allow the lure to sit and the speed of the retrieval in order to find out what will get the fish striking. You might also try longer, more pronounced movements of the rod tip. Poppers are the same as any other top water type lure. I use a rod tip to the side and/ or down with a quick wrist snap to impart the "popping" motion into the lure. They are worked much like the walkers or other top water lures. Vary the rod movement, time resting and retrieval speed to see what makes the fish start biting. Good Luck.
