In the US and some other countries, a county is typically a subdivision of a state or province. Some very large counties in Western states are larger in area than the smaller US states. San Bernardino County (CA) is larger than 9 US states, and counties in Arizona and Nevada are also larger than several small states combined.
In Liberia and Kenya, counties are the second level of federal government, but may be grouped into regions which combine functions for several counties.

In almost all contexts, "country" and "state" mean the exact same thing. Only in the United States of America are "States" usually thought of as a subdivision of a country. So, usually a country and a state have the same amount of land, since usually they're the same thing.
The state that has more land is Texas.
It depends because in Americas case a country is much bigger, because America is composed of many states put together. But some places a state is a country. Overall I would say that more often than not countries are bigger.
State roads are maintained and funded by the state government and typically serve as major routes connecting cities and regions. County roads are maintained and funded by the county government and usually serve as local roads connecting smaller communities within the county. State roads generally have higher traffic volume and are of greater importance for regional transportation networks.
