Run a hot wire to the positive wire on the radiator fan. If it works, then you have a fuse or a relay (or even a short in the wire). If it doesn't work at all, then the fan motor is bad.
Disconnect the plug to your fan. Hook a jumper wire to ground the negative wire and a hot wire to the positive wire. If the fan doesn't work, then you can buy one on Ebay or other sources.
I assume you are wanting to manually control the fan. Just run a positive wire from the battery to the toggle switch line side. Then run another wire from the toggle switch load side to the fan. Ground the fan at the fan location. Be sure and use a large enough gage wire to handle the current and an in line fuse to protect the circuit.
A person can hook up a cooling fan to a battery by connecting the hot or positive lead to the positive side of the battery. The negative lead wire is then connected to the negative side of the battery.
to shut the fans on and off by yourself. remove the connector for the wires at the fan. hook a wire from the positive on fan motor to the inside toggle switch, do not hook to switch yet. run a wire from the positive on battery, hook to battery after hooking up switch. hook up the wires to the switch. then the battery. its up to you if you want to install a 15 amp fuse in line from battery to toggle switch.. you can also get the power from the fuse box instead of the battery. this should work for you. if not you may need to ground the other fan wire.
Quite simple. First does the fan engage when the car is hot? Second take a voltage meter and put it on volts. Now ground the black wire from the fan to the black multi meter lead and and the red meter lead touch the positive wire. If the fan engages the motor is not bad. Then the temp sensor would be bad. An easier way to check is to simply buy (if you dont have one) a power probe that connects to the battery and then touch the positive wire of the fan motor and see what happens

You can't wire stuff made negative ground to a positive ground you get the shorts.
