Evacuation started because Germany lost World War 1 and they wanted a piece of land that belonged to Poland so Germany invaded Poland when the rule was not to invade or go into other countries and then certain countries got involved because Germany didn't stop fighting with Poland at the time they were supposed to and then had to face war with most countries.Afterwards Germany then took a step to far and tried to invade Russia. Then mostly all the soldiers were killed by the Russian army. That was the time evacuation all started. It was called 'operation pied piper'.
Even before WW2 was officially declared the UK government were concerned about the potential loss of life from arial bombing attacks. Initially only children were evacuated, but later included women, children and the elderly.
Large cities are an obvious target because each bomb causes more damage. The more densely packed the population the more damage is caused by an individual bomb. There was also the perception that big cities held important functions and people within the country.
The evacuation of the children, and adult civilians who were part of the evacuation, began on September 1, 1939. The evacuation was called Operation Pied Piper. I have added a related link for you so you can read more about it. See below.
