Thomas Jefferson. The Continental Congress assigned five people to a committee to write the Declaration of Independence. Thomas Jefferson, one of the members of the Committee, was asked by the others to write the first draft. Benjamin Franklin and another future President, John Adams, were also members of the committee and made a few comments, but the Declaration as adopted by the Continental Congress was essentially the same as Jefferson's draft.
The Declaration of Independence was written by the Committee of Five. Members of the committee were Benjamin Franklin, Thomas Jefferson, John Adams, Robert Livingston, and Roger Sherman.

Thomas Jefferson is the primary author. However, five men from the Constitutional Convention were delegated as a committee to write it. They were Thomas Jefferson, John Adams, Benjamin Franklin, Robert R. Livingston and Roger Sherman.
About two months
It took eighteen days to write the first draft of the Declaration of Independence. It then was edited by members of a committee and submitted to the Second Continental Congress, which made major changes before adopting it on July 4, 1776. The committee to write the Declaration had been appointed by Congress on June 11, 1776, so the total time was a little over three weeks.
At the beginning of each new session of Congress, members of both parties decide how many members of each will be assigned to the committee. Members of Congress express their preferences for committee assignments and the whole body votes on the final committee makeup.
